How many more complaints will we get which stem from Cyprus?

In late September we posted a report about Bet2U.com, in which we noted that it pays through a Cyprus-based company even though the casino is licensed in Curacao. Since then, we have received two new complaints about casinos owned by Cypriot companies but which are also licensed in Curacao. The first was about 22bet, which is refusing to pay Daniel G of England almost £21000. We are giving the second a few more days to respond before posting the report.
In all of these cases, the Cyprus connection is hidden away in remote parts of the casinos' websites. There is a good reason for that -- Cyprus has a very bad reputation among online gamblers. This goes back for over a decade and the Cypriot government became so fed up with all the problems that a number of years ago it made all such casinos illegal. It has since licensed two online casinos, after carefully vetting them, and no complaints have yet been made about these two but many of the other casinos did not go out of business -- they simply received licenses in countries which have lax regulations.
We don't know if 22bet was ever licensed in Cyprus but we do know that its website shows it to have a Curacao license and, if you dig deep enough, you will find that "22bet.com is owned by Marikit Holdings Ltd (reg.number HE351206) with a registered office located at Chrysanthou Mylona, 12, Harmonia building, block 1, 1st floor, Flat/Office 15, 3030, Limassol, Cyprus."
Daniel played at 22bet in June, made two deposits of £200 each on the same day, and after 6 weeks of playing, finally cashed out with £21,137.74. After he sent his documents, the casino closed his account, returned his deposits, but kept his winnings. It then sent him to following email:
"Good Day. We are bringing to your notice that we made a decision to stop any collaboration with you (closing your gaming account) on the basis of General Terms and Conditions of the Bookmaker Company:
"Should the bettor commit fraud in respect to the bookmaker (such as the registration of multiple accounts, the use of automated betting software, arbitrage betting, if the betting account is not used for betting, the improper use of loyalty schemes, etc.), the bookmaker reserves the right to stop such fraudulent actions by:
"-bet cancellation;
"-closure of the customer’s account with the balance being refunded;
"-filing a claim to a law-enforcement agency.
"Effective as of 1 January 2011
"The decision was made after rigorous investigation of the case by The Security Department. We ask you not to create gaming accounts with The Company. Please, notice, that all the accounts created again in the system will be closed, bets will be annulled, deposited funds will be in hold and used on the expenses related with the investigation and blocking. Due to the fact that your actions have been recognized as a flagrant violation of The T&Cs of our Company, the decision of stopping any cooperation with you was final and not subject to further appeal. All further questions concerning the case of blocking from your side will be ignored. You can withdraw the deposited sum only.”
Gambling Grumbles can confirm that one part of that email was true -- the casino is, in fact, ignoring "all further questions". It did not reply to us nor did it reply to Daniel. He told us that "This is not on and it is completely and utterly unacceptable and needs to be resolved. I've not done anything mentioned in their vague copy and paste terms and conditions crap e-mail and I've e-mailed them subsequently asking exactly what they are trying to say I've done wrong and they haven't replied at all, which says it all really, I haven't done anything wrong and that's it, this is scam and fraud behaviour from 22Bet.com and they need to pay me my winnings. I've not done anything wrong whatsoever, I simply won some money fairly and there is absolutely no reason, grounds or justification whatsoever for them to confiscate my winnings, so can you contact 22Bet.com to get this resolved and get 22Bet.com to pay me my winnings in full immediately."
We doubt very much however that the casino will file "a claim to a law-enforcement agency" -- at least not any such agency in England, where Daniel lives. 22bet was violating UK law by doing business in the UK as that country requires any casino, no matter where it is otherwise licensed, to also have a UK license -- which 22bet does not.
22bet is licensed in Curacao.
